The ministry of road transport and highways has introduced the provision of deemed approval in the request for proposal documents for consultancy services for preparation of detailed project reports (DPRs) in respect for national highways and centrally sponsored road works issued by it.
This will help in timely approval of various reports which is a critical requirement for preparation of quality DPRs, the ministry said in a circular on Friday.
ET had on January 28 first reported that the provision of deemed approval could come in as part of the revamped DPRs for road construction.
“Provision of deemed approval has been included in the revised document for RFP,” the ministry said.
This means that the approval or comments shall be communicated by the client (road ministry) to the consultant within the given time period. If no approvals or comments are furnished within the indicated time period by the client, it will be considered as deemed approval.
“Notwithstanding the deemed approval of submission, the consultant will remain responsible for correctness of the submission,” the ministry clarified.
However, the ministry has cautioned its concerned executing officers to take utmost care to avoid situations of deemed approval.
“In case there is an instance of deemed approval, the circumstances leading to such deemed approval shall be examined and appropriate action shall be taken against lapses of the concerned officer,” it added.
